Thune, Casey Introduce CHARITY Act

If enacted, the legislation would encourage charitable giving, simplify how charitable organizations' operations

Sens. John Thune (R-SD) and Bob Casey (R-PA) introduced this week legislation that would encourage charitable giving and make it easier for charitable organizations to carry out their missions.

The CHARITY Act (S. 1343) builds on several charitable tax provisions signed into law in 2015, including one that makes permanent a law allowing taxpayers who are over 70-years-old to make charitable contributions directly from their IRAs. The bill would also express the sense of the Senate that promoting charitable giving be one of the goals of comprehensive tax reform.

Thune and Casey, both members of the powerful Senate Finance Committee, introduced similar legislation in the last Congress.

“Each year, millions of hard-working Americans donate time, money, goods and services to charities around the country,” Thune said. “That’s why removing unnecessary barriers that make it more difficult for these charitable organizations to fulfill their philanthropic mission is an idea with which most people should be able to agree.”
